The client, Mahestala municipality, wanted to prepare a detailed Land Use Register for urban development planning of the entire municipality area. The municipality wanted to know detailed information related to the properties existing within each ward. For instance, what type of property it is, how the property is being used, holding details of the property, and whether the actual owner or the land as mentioned in map exists or not. The client wanted a digitized version of this Land utilization pattern with statistics and analyzed reports for the development planning of the municipality.
To provide solution to the client, a detailed digital base map is prepared using GIS platform combining existing municipality maps, cadastral sheets and ward wise detailed baseline survey (topographical survey) for all existing infrastructures, land use pattern and other physical or man made features. Demographic survey and detailed holding survey were also included within the scope to analyze the present socio-economical status of the municipality for prioritization of necessary development activities.
At the initial stage, maps only having the ward boundaries were provided by the municipality. With the help of the following features, we worked on these provided maps to develop the ultimate output that is required by the client.
To prepare an initial level base map of the municipality, existing maps were collected from different departments.
Base line survey is being carried out taking the output of the prepared initial base map in hand. This ward wise survey was required to know about the detail information of existing natural as well as man made features like roads, water supply network, drainage network system, sewerage network system, electricity network, railway and stations, river and other water bodies, existence of health institutes and educational institutes, percentage of agricultural land, and market places etc.
Our surveyors carried out the field survey. It’s a door to door survey. In this procedure, ward wise survey is carried out to gather information about the holding details of the property within each ward. For instance, who is holding the land, what type of land it is, whether the land as mentioned on the map actually exists or not, whether any residential land is being used for commercial purpose and vise versa, and so on.
Necessary solutions were provided to interlink the existing Property Tax calculation system of the Municipality with newly developed GIS tools.
Based on different aspects of the municipal services, various thematic maps were prepared combining the outcome of the demographic survey carried out. Statistical reports with visual interpretation (charts, graphs, theme maps etc.) were prepared as the tool for development planning.
